I'm going to disagree with you there.
Firstly: I have never heard any one say "oh-kelly doke-elly" outside of Ned, so I don't think it's possible to place sexual orientation on a catchphrase that benign.

Secondly and Most Obviously: He's been married twice and has a relationship with a female singer. His difficulty in accepting Maude's death certainly implied that she was much more than a beard to him. It's certainly easy to project someone like Ted Haggard onto Ned, but the show itself has never implied anything like that.
